Repeated instances of Hobokenites caught trespassing on campus

Stevens often has members of the Hoboken community, both young and old, walking on the campus grounds. The Stevens police force has recently been taking action to remove some of these people from our campus. After the first time suspected trespassers are stopped, they are asked if they have a legitimate reason to be on the grounds of Stevens. If they are unable to provide an adequate reason, they are told to leave the campus with a stern warning to not return. However, if they do return and are found to be trespassing again they are classified as a "defiant trespasser." "Defiant trespassers" are subject to a possible arrest.
Section 2C: 18-3b of New Jersey Statutes Annotated (NJSA) classifies "defiant trespassing" as:
"A person commits a petty disorderly persons offense if, knowing that he is not licensed or privileged to do so, he enters or remains in any place as to which notice against trespass is given by:
(1) Actual communication to the actor; or
(2) Posting in a manner prescribed by law or reasonably likely to come to the attention of intruders; or
(3) Fencing or other enclosure manifestly designed to exclude intruders."
If they are disruptive on campus and are juveniles, they are held until the parents or legal guardians are notified. There have been no major arrests or incidents in the time Chief of Police Steven Griffin has been at Stevens. Once the local youth are told to stay off campus, they don't usually come back. Griffin contends that trespassing has not been a major issue for the Stevens Campus Police. He is proud to say "since I've been chief there have been no Hoboken youth arrested on campus."
